About 78 Ministries, Departments and Agencies (MDAs) of the Federal Government have earmarked nearly N400bn in the 2026 budget for the construction and rehabilitation of mosques, traditional rulers’ palaces, community halls, village market squares and other civic projects, drawing criticism from economists and policy analysts .
They argued that the spending misaligned with Nigeria’s pressing developmental needs. The investigation showed that more than half of the allocation is for non-developmental projects, including the supply of grains, motorcycles and tricycles, sponsorship of community thrift societies, construction of museums and mini-stadia, and other community-based interventions.
Among the MDAs with the allocations are the Defence Headquarters, Nigerian Air Force, Nigerian Defence Academy, Technical Aid Corps, Federal Ministry of Information and National Orientation, National Building and Road Research Institute, National Productivity Centre, Federal Institute of Industrial Research, Oshodi, Industrial Training Fund, National Agricultural Extension and Research Liaison Services, and several others.
Analysts faulted the inclusion of projects that bear little or no relationship to the statutory responsibilities of the agencies implementing them. For instance, the National Building and Road Research Institute is billed to construct village halls in Anambra, an international market in Jigawa, traditional rulers’ palaces in Rivers and Kogi states, market stalls in Borno, a multipurpose hall in Kaduna, and remodel five mosques across Kebbi, Ekiti and Jigawa states, with the projects valued at over N4bn.
Similarly, the National Productivity Centre budget includes support for Ijaw musicians, the construction of an Emir’s palace in Yobe, Obas’ palaces in Ogun State, an abattoir in Gombe State, and other projects outside its primary mandate.
The National Mathematical Centre is also expected to fund the construction of a Sociology Department building at Ahmadu Bello University, Zaria, despite being Nigeria’s apex institution for mathematical research and training. Consultant economist and former central banker, Chukwunonso Ihuma, blamed the National Assembly for inserting projects with limited developmental value into the budget.
He called for a return to zero-based budgeting, arguing that every expenditure should be justified from scratch and that the Budget Office should be empowered to reject irrelevant projects. Ihuma maintained that markets, civic centres and traditional rulers’ palaces are responsibilities better handled by state governments, local governments and community organisations rather than federal agencies.
President Bola Tinubu had signed the N68.32tn 2026 Appropriation Act into law in April. However, Nigeria is still implementing aspects of the 2025 budget following extensions approved by the National Assembly.
The Nigerian Institute of Social and Economic Research (NISER) urged stronger fiscal coordination, improved revenue mobilisation and structural reforms to ensure successful budget implementation.
Also commenting, the Chief Executive Officer of the Centre for the Promotion of Private Enterprise, Dr Muda Yusuf, said the government’s finances had come under pressure following the end of the controversial Ways and Means financing arrangement, leaving significant funding gaps.
Media strategist Umar Sani added that even when lawmakers include such constituency projects, the executive sometimes declines to implement them, noting that previous presidents had rejected budgets containing numerous insignificant items. Key Highlights About 78 federal MDAs budgeted nearly N400bn for community projects.
More than half of the funds target non-developmental items such as grains, motorcycles and tricycles.
Critics say many projects fall outside the mandates of the agencies executing them. Economists blame budget insertions by the National Assembly and advocate zero-based budgeting and Analysts urge government to prioritise health, education, security, roads and power over fragmented constituency-style projects.
