Enugu State government, has signed a Memorandum of Understanding (MoU) with the Humantrix Consortium for the establishment of 2,225 outsourcing seats under the Enugu Talent City Initiative, with an initial 750-seat business process outsourcing operation and a long-term target of 300,000 seats by 2031.
The initiative, which will provide industry-relevant technology skills and employment opportunities for young people, is aimed at positioning Enugu as a leading digital services and outsourcing hub in Nigeria and Africa.
Speaking at the MoU signing ceremony, Governor Mbah said the ingitiative aligned with his administration’s commitment to developing local talent, creating jobs and enabling young people to build their futures in the state.
He described the agreement as the culmination of a process that had progressed to the implementation stage, expressing satisfaction that the partnership would create a clear pathway for young people to acquire relevant skills and secure employment without having to leave Enugu in search of opportunities.
The governor said the initiative was significant because it went beyond skills acquisition to creating attractive employment opportunities that would enable young people to contribute directly to economic growth.
He noted that his administration had prioritised human capital development, with more than 33 per cent of the state’s budget allocated to the sector, beginning from basic education.
According to him, growing Enugu’s economy would require a skilled workforce capable of supporting private-sector investments and helping businesses thrive.
Mbah said investors would be more encouraged to establish businesses in the state if they could readily access qualified local workers rather than incur additional costs importing skilled personnel.
He explained that the government’s vision was to create an economy in which young people could live in Enugu, work for companies anywhere in the world and earn globally competitive incomes.

.The governor added that the ambition extended beyond physical infrastructure to developing an economy where residents could establish businesses locally while serving international markets.
He expressed full support for the initiative and pledged the state government’s commitment to working with the partners to implement and expand the project.
Governor Mbah also expressed optimism about the opportunities the partnership would create, saying the government looked forward to scaling up operations and extending the benefits to more young people.
Earlier, the leader of the delegation, Dr Peter Side Dakuku, disclosed that negotiations leading to the partnership had lasted six months, requiring the parties to think outside the box to develop a framework for the project.
.He said the initiative would commence with a 750-seat business process outsourcing operation, with plans to train young people in technology and other skills relevant to the industry.
Dakuku said the state government had already provided a building for the project’s take-off, adding that applications would be invited from interested candidates for training and subsequent engagement in the outsourcing sector.
He explained that the initiative was designed to bridge the gap between skills acquisition and employment by ensuring that trained participants could access opportunities in the expanding global digital services market.
In his opening remarks, the Special Adviser to the Governor on MSME and Digital Economy, Arinze Chilofia, said the Enugu Talent City Initiative was conceived as part of Mbah’s ambition to grow the state’s economy from $4.4 billion to $30 billion.

He added that the admi tonistration had identified digital servus es and global outsourcing as strategic sectors capable of attracting international companies, creating employment and expanding economic opportunities for residents.
Chilofia said the partnership with Humantrix would lead to the establishment of Enugu Outsourcing Limited, beginning with a 750-seat operation and with the potential to support approximately 2,225 active agents and direct jobs across three shifts.
He stressed that the initial 750 seats represented only the beginning of a broader plan to develop an outsourcing ecosystem with a capacity of up to 300,000 seats by 2031.
According to him, the government’s investments in education and skills development must be matched by investments that generate demand for those skills and provide meaningful employment.
He thanked the Humantrix Consortium for believing in the state’s vision, describing the MoU as another step towards establishing Enugu as Nigeria’s digital services and outsourcing hub.
