Federal Government on Monday charged state governments to deepen collaboration with the private sector and accelerate the implementation of policies that promote industrialisation, trade competitiveness and sustainable investment, saying Nigeria’s economic transformation depends on collective action across all tiers of government.
The charge was given by the Minister of Industry, Trade and Investment, Dr. Jumoke Oduwole, at the opening of the technical session of the 17th National Council on Industry, Trade and Investment (NCITI) in Enugu. The minister was represented by the Permanent Secretary of the ministry, Dr. Chris Isokpunwu.
Addressing delegates from across the federation, Oduwole said Nigeria had recorded encouraging progress in local value addition, innovation, domestic production and export promotion through ongoing reforms aimed at improving quality standards, strengthening export readiness and expanding access to regional and global markets.
She also highlighted the implementation of the African Continental Free Trade Area (AfCFTA) as a major opportunity to improve trade efficiency and open wider markets for Nigerian businesses.

Despite the gains, the minister identified high production costs, poor infrastructure, limited access to affordable finance, energy shortages, logistics bottlenecks, regulatory burdens and low industrial productivity as major obstacles undermining the competitiveness of Nigerian businesses.
According to her, overcoming these challenges requires stronger collaboration between the Federal Government, state governments, development partners and the private sector.
She stressed that policy formulation alone would not deliver economic growth without effective implementation, continuous monitoring, institutional coordination and regular policy reviews.
“This Council provides an opportunity not only to make new recommendations but also to assess the implementation of resolutions reached at previous council meetings, identify gaps and develop practical solutions,” she said.
Oduwole noted that the technical session would deliberate on memoranda covering industrial competitiveness, trade facilitation, digital transformation, market integration and public-private partnerships, describing the issues as interconnected drivers of Nigeria’s economic future.
She emphasised that state governments remain indispensable partners in translating national policies into tangible economic outcomes through investment promotion, industrial infrastructure, enterprise development, skills acquisition and business support programmes.
“Industries are established in communities, investments are attracted to locations, and businesses interact daily with state institutions. Every state possesses unique economic assets and comparative advantages that must be unlocked through policy alignment and partnership,” she stated.
The minister further described the private sector as the primary engine of production, innovation and job creation, urging governments at all levels to formulate policies that respond to the realities confronting businesses.
She encouraged delegates to actively share experiences, innovations and best practices to produce evidence-based recommendations capable of strengthening Nigeria’s industrial capacity, facilitating trade, attracting investment and creating jobs.
Declaring the technical session open, Oduwole expressed confidence that the council’s deliberations would lay a solid foundation for policies that would enhance the country’s industrial growth, improve market access and secure sustainable economic opportunities for Nigerians.
Permanent Secretary,Agbara
Earlier in his welcome address, the Permanent secretary, Enugu state ministry of Trade, Investment and Industry , Ifeanyi Agbara said Enugu state had undergone remarkable transformation under Governor Peter Mbah, particularly in infrastructure, security, healthcare, transportation, education, agriculture, tourism and hospitality.
He said the five-day council would provide a platform for critical discussions on policies needed to reposition Nigeria’s industrial and commercial sectors for inclusive growth and global competitiveness
Nwobodo urged participants to move beyond rhetoric by proposing practical and measurable solutions to reduce production costs,
In a brief remark, the Commissioner for Trade, Investment and Industry in Enugu State, Dr. Sam Ogbu-Nwobodo, welcomed delegates from the 36 states and the Federal Capital Territory, describing Enugu as the ideal host for the council.
He urged participants to move beyond rhetoric by proposing practical and measurable solutions to reduce production costs, improve infrastructure, expand financing for micro, small and medium enterprises, harmonise federal and state policies, and attract domestic and foreign investments.
The commissioner also encouraged delegates to explore Enugu’s cultural heritage, hospitality and exhibition stands showcasing products from small and medium enterprises across the country, describing the state as “open for business.”
