Governor of Enugu State , Dr Peter Mbah, has inaugurated the Governing Councils of the Enugu State University of Science and Technology, ESUT, Institute of Management and Technology,IMT, Enugu state Polytechnic,Iwollo, and Enugu State College of Education Technical, ESCET.
Also inaugurated were the newly constituted State Civil Service Commission, and the re- constituted Technical and Vocational Education and Training (TVET) Board , with a charge on members to make transparency, accountability, meritocracy and teamwork the foundation of their operations.
Performing the inauguration on Tuesday, September 29, 2026, at Government House, Enugu, Governor Mbah said it was part of his administration’s efforts to strengthening institutions responsible for civil service administration, technical and vocational education, skills development and teacher training in the state.
Represented by the secretary to the state government,Prof Chidiebere Onyia, Governor Mbah , said the appointees must uphold the three principles guiding his administration , namely, transparency, traceability and accountability.
He stressed that the principles should not be treated as mere government slogans but must be reflected in the day-to-day activities and decisions of the newly inaugurated bodies.
The governor added that the appointees would be expected to work with evidence and data, noting that the administration operates an evidence-based leadership model.
He also charged the members to embrace meritocracy, saying their appointments were based on their qualifications and previous accomplishments.
He urged them to bring fresh ideas to the institutions, stressing that meaningful improvement required new ways of thinking.
“There’s no way you can disrupt a system without bringing in a different way of thinking,” he said.
He challenged the appointees to examine existing processes and develop approaches that would improve efficiency and results.

Governor Mbah urged the appointees to develop genuine team spirit and avoid operating in isolation.
According to him, teamwork should go beyond merely working together, as team spirit requires an intentional willingness to support colleagues, share experience and help one another succeed.
He warned that operating in isolation could create room for corruption and duplication, stressing the importance of regular interaction and exchange of ideas across government sectors.
The governor emphasised respect among public officers, noting that hierarchy should be viewed as “an opportunity, not a right,” since responsibilities and positions could change over time.
For the Enugu State Civil Service Commission, former secretary to the state government, Professor Gabriel Aja was inaugurated as chairman, while
Ambrose Umodo was appointed secretary.
In his acceptance remarks, Professor Aja expressed confidence in the ability of the commission to deliver on its mandate.
He unveiled a proposed “P.R.E.S.E.N.T.” framework, which he said would focus on professionalism, responsibility, excellence, exemplary conduct and team spirit.

The board was charged to build on the progress recorded in the technical and vocational education sector and work collectively towards achieving stronger results.
Governor Mbah said the institutions occupy strategic positions in the state’s human-capital development agenda, urging the new appointees to justify the confidence reposed in them through hard work, innovation, collaboration and accountability.
Speaking with newsmen,Chairman ,Enugu state Polytechnic,Iwollo, Dr Ifeoma Nwobodo, who was a former Governing Board Chairman,IMT, expressed confidence that she will do well in ESPoly. She recalled her performance at IMT, saying that when she got into IMT as Board chairman, IMT was ranking 29Th in the Polytechnics in Nigeria and was ranked 2nd and 4th before they left office.
“I am glad to say by the time we were leaving, we were ranking 2nd in States Polytechnics and 4Th in Federal and states. We did all that because we were determined and we had a lot of support from the state government.
“Already we have gone to Iwollo, the Rector and I had started discussions.. We have seen the state of the institution. There’s lots of works to be done and because I know that the governor put a lot of trust in the people he appointed , we will do our best.
” The institution will be upgraded from polytechnic to University, so that will require another level of work and we will put it where it will become very attractive and attract more students’ enrolment and open up the institution to play it’s roles in the committee of tertiary institutions”, Nwobodo said .

He thanked the state governor for appointing them , pledging to work together with the School management in the upliftment of the Institution.
On his part, the Chairman of the ESUT Governing Council, Prof. Victor Chukwu Ani, said the council would work with the university management to promote the institution’s growth and development.
He pledged to bring his experiences and expertise to bear in supporting the university’s administration and advancing its academic and institutional objectives.

Chukwuani said the council would prioritise collaboration, accountability and the collective interest of the university in carrying out its responsibilities.
Speaking with newsmen also, the Vice-Chancellor of the Enugu State University of Science and Technology ,ESUT, Prof Aloysius Okorie, described unity of purpose as the key principle that would guide the university’s administration. He said the university management and the council would work together to advance learning and research and take ESUT from its present position to greater heights.
According to him, his experiences working with different governing councils had exposed him to diverse ideas and perspectives that could be harnessed for the benefit of the university.He said the management was committed to remaining focused on its responsibilities and working tirelessly with the new council to achieve the desired goals.

Prof Okorie noted that the incoming Chairman of the Governing Council brought considerable experiences from the national and state levels, expressing confidence that such experiences would help consolidate the gains already recorded by ESUT
.“We have already understood ourselves, and from the demand of the incoming chairman, he has a lot that he is going to bring on board to help to consolidate on what we are doing,” he said.
Prof Okorie also spoke on the challenges that could arise in the relationship between university management and governing councils, stressing that collaboration, humility and respect for the rules of the council were essential for institutional success.He said vice-chancellor and rector must understand that governing councils were not competitors but partners established to help university administrations succeed.
“Each time you have a vice-chancellor or rector who desires to succeed, you must be collaborative, you must be humble, you must respect the rules of the governing council,” Okorie said.
He added that differences in opinion should not necessarily be viewed negatively, arguing that constructive disagreement could help institutions arrive at better decisions.
According to him, members of a governing council may disagree because of differences in ideas and perspectives, but such disagreements should ultimately be resolved through dialogue and a careful assessment of the ideas presented.
“Disagreement is not a bad thing. So when you agree to disagree, you must find a way of agreeing to agree. Even if you disagree, disagree and agree; it now leads to qualitative movements,” he said.
Prof Okorie added that nobody possessed all knowledge and that both university management and council members must continually learn from one another’s experience and expertise.
He said such collaboration would enable the university to explore new areas, expand its horizon and consolidate the progress already recorded.“We are not perfect, but we have done much to change the narrative. What we needed to do now is to expand the horizon,” he said.

His expectation is that we must all try to dislocate where we are and invent. Where we dislocate, we invent new models that will help to take the business sector to greater heights,” Okorie stated.
The Vice -Chancellor said ESUT had recorded significant progress but needed to explore areas where it had not previously done enough, adding that the new council provided an opportunity to bring additional experience and expertise into the university’s development.
He expressed optimism that the management and council would work together for the benefit of ESUT, Enugu State, Nigeria and the wider society.
“Nobody is all knowing. All of us are learning every day. And we must learn from the experience and expertise of the council and take them to the place of work so that we can achieve massive benefits for not only the university, but the entire society and Nigeria at large. That’s our goal,” he said.
