Enugu State Government, on Wednesday , September 15, 2026, inaugurated a 13-man Joint Technical Committee to develop a roadmap for implementing financial autonomy for the state judiciary.
Performing the inauguration at Government House, Enugu, the secretary to the state government, Prof Chidiebere Onyia said the inauguration was in pursuant to the agreement reached between the Enugu State Government and the Judiciary Staff Union of Nigeria (JUSUN) on September 17, 2025.
Onyia expressed confidence that members of the committee would deploy their experience and expertise towards achieving its objectives.
The committee is charged with developing a clear implementation framework and roadmap for judicial financial autonomy, while resolving outstanding administrative, financial, accounting and operational issues affecting the judiciary.
It will develop an action plan and implementation roadmap clearly stating the institutions responsible for each stage, actions required and expected outcomes.
The committee will also examine the implementation of the Consolidated Judiciary Salary Structure (CONJUS) for eligible staff of the Enugu State Judiciary, including its monthly and annual personnel costs and any verified arrears.
Another key responsibility is to review how the Federal Judiciary and other states have implemented financial autonomy, identify applicable best practices and determine which approaches can be adapted to Enugu State.
The committee will further assess the existing legal, institutional, administrative and financial framework governing the funding of the state judiciary, identify challenges and recommend measures to address them.
It is also mandated to obtain and verify data on the financial obligations of the state government to the judiciary and its workers, including outstanding salaries, allowances, arrears and other employment-related entitlements.
In addition, the committee will verify the staff establishment, nominal roll, payroll and other personnel records to establish an accurate database of eligible judiciary workers and their corresponding financial obligations.
The terms of reference require the committee to submit a preliminary report within 31 days of its inauguration, while the final report is to be presented to the Office of the Secretary to the State Government by 12 noon on October 19, 2026.
The committee is chaired by the Attorney-General and Commissioner for Justice, Osinachi Nnajieze, Esq., with representatives drawn from the state government, judiciary, JUSUN and the Magistrates Association of Enugu State.
Other members include the Commissioner for Labour and Employment, Dr Felix Nnamani; Special Adviser to the Governor on Labour Union Matters and Associations, Hon. Chukwudi Ezinwa; Special Adviser on Labour and Productivity, Robinson O. Odo, mni; representatives of the Office of the Accountant-General; Principal Secretary to the Governor, Mr Ken Chukwuegbo; and senior representatives of the judiciary and JUSUN.
Speaking shortly after the inauguration, the chairman of the Joint committee ,Osinachi Nnajieze said the committee brings together officials of the state government, members of the judiciary and representatives of JUSUN, Enugu State chapter.
He said the committee would set a clear roadmap for implementing financial autonomy for the judiciary, sort out outstanding issues, assess the financial implications and make recommendations on how the state could achieve the objective.
Nnajieze , who is the Attorney -General and Commissioner of Justice explained that financial autonomy was closely linked to the independence of the judiciary, noting that as a separate arm of government, the judiciary should have greater control over its finances, priorities and operations without undue interference.
According to him, the essence of financial autonomy is to enable the judiciary to source and manage funds, determine its priorities and deploy available resources in accordance with its responsibilities.
He acknowledged the role of the executive in making the autonomy workable, stressing that Governor Peter Ndubuisi Mbah had demonstrated commitment to financial autonomy for the judiciary.
Nnajieze recalled that a committee had earlier been constituted by the state government in 2025 but encountered challenges, adding that the governor had also considered the establishment of a State Account Allocation Committee (SAAC) before subsequent developments affected the process.
